Second Vice President Ben D. Bailey, Jr. is a native of Hildebran, N.C., a small town located in the foothills of North Carolina, about 90 miles northwest of Charlotte. Second Vice President Bailey began his law enforcement career with the Union County Sheriff’s Office in 1985. During his initial tenure with the Union County Sheriff’s Office, he worked various assignments within the organization, eventually rising to the rank of Captain and Sheriff’s Executive Officer. His responsibilities included managing the agency’s business affairs, budgeting, and serving as commander of the Special Response Team. In 1996, he became the first member of the agency to attend the FBI National Academy, and remains active in the FBI National Academy Associates.

In 1999, Second Vice President Bailey accepted a position with the Mecklenburg County Sheriff’s Office. Under the leadership of Sheriff Jim Pendegraph, he helped organize the 2001 FBI NAA “Conference of the Carolinas.” Following the National Academy Associates conference, he worked with the Mecklenburg County Sheriff’s Office to become the first accredited jail system in North Carolina by the American Correctional Association. Second Vice President Bailey was later named Executive Officer for Sheriff Pendegraph.

In 2002, Second Vice President Bailey returned to Union County to accept a position as Chief Deputy Sheriff to Sheriff Eddie Cathey, where he remains today. Second Vice President Bailey currently supervises the agency’s daily operations, and participates in both long-range and strategic planning. Second Vice President Bailey currently serves a president of the N.C. Justice Academy’s Management Development Program Alumni Association, and as a member of the Law Enforcement Advisory Committee for South Piedmont Community College.

Second Vice President Bailey remains active in his community as well. He is currently celebrating his 25th year as a volunteer firefighter, and serves as Board Chairman for the Hemby Bridge Fire Department in Indian Trail, N.C. He also serves as a member of the Board of Visitors for Wingate University, and as an Advisory Board member for United Family Services, a family services agency serving Union, Cabarrus, Mecklenburg and Iredell counties. Second Vice President Bailey is a member of the Monroe Rotary Club and Meadow Branch Lodge #578, A.F & A.M.
