Chapter Business Meeting Minutes, Wake Forrest, NC

The General Meeting of the North Carolina National Academy Associated was called to order by Chapter President Steve Gillikin at 12:13 PM.

The meeting began with an invocation that was given by First Vice President Greg Harrington.

President Gillikin welcomed the members and thanked First Vice President Greg Harrington and his staff for hosting the meeting.

President Gillikin asked newly elected Board Member Captain Marshall Williamson to step forward and he administered the Oath of Office for Second Vice President to Captain Williamson.  

Secretary/Treasurer Cindy Isenhour was asked by President Gillikin to conduct a roll-call of the Executive Board. All Executive Board Members answered present.

President Gillikin asked all Chapter District Representatives to stand and he thanked them for their service and asked the members to give the representatives a round of applause.

President Gillikin announced the recent graduation of the 223rd Session and asked if any graduate from that session was present. One (1) graduate was present and he stood and introduced himself to the members.

President Gillikin asked the attending members to introduce themselves and this was followed by recognition of Past Chapter Presidents in attendance.

President Gillikin introduced Training Coordinator Jerry Senatore and presented him with a gift for his service to the Chapter. He then introduced Ms. Paula Moore, who is the new Training Coordinator Assistant for the Charlotte FBI Office.

Old Business

(Motion)
President Gillikin presented the meeting minutes from the November 4, 2005 meeting in Greensboro and asked for a motion to accept the minutes. A motion to accept the meeting minutes was made by Don Overman and received a second from Chris Hoina. The members voted and the motion was carried.

President Gillikin called on Immediate Past President Bob Schurmeier for a nominations committee report.

Immediate Past President Schurmeier addressed the members about the upcoming Second Vice President Election that will be held at the 2006 Summer Conference. He also advised the members that district representative positions for districts 2, 4, 6, and 8 will also be on the ballot. Immediate Past President Schurmeier reminded the members that a letter of commitment and support has to be provided for members seeking any position.

President Gillikin called on Secretary/Treasurer Cindy Isenhour for a financial report.

Secretary/Treasurer Cindy Isenhour presented the members with a report of the Chapter’s finances. Secretary/Treasurer Isenhour reviewed her prepared financial documents and offered copies for review to any member wishing to review them.

Secretary/Treasurer Isenhour reviewed the income/expense report for the fall 2005 Conference in Greensboro, NC. The Chapter incurred an expense of $157.43 after all expenses were paid. She reported the 2006 Summer Conference Account currently has a balance of $7,890.00.

President Gillikin called on First Vice President Greg Harrington for an upcoming conference location report.

First Vice President Harrington welcomed the members to Wake Forrest and reported Mike Adams and the Charlotte-Mecklenburg Police Department has agreed to host the fall 2006 Conference in Charlotte. First Vice President Harrington reported the conference dates have not been set, but would be announced when available.

First Vice President Harrington asked the members if anyone present had an interest in hosting the 2007 Spring Conference. The Board was advised the Rocky Mount Police Department has expressed an interest and this will be follow-up on by the Board.

President Gillikin called on Second Vice President Mike Carver for a training report for the 2006 Summer Conference.

Second Vice President Carver advised members that he has received confirmations from the State Bureau of Investigation’s Cyber Crime Unit and North Carolina Appellate Judge Linda McGee. He also advised the members that a motivational speaker has been contacted, and requested members to send him an email with any training requests and training source information.

President Gillikin called on Second Vice President Marshall Williamson for a 2006 Summer Conference report.

Second Vice President Williamson advised the members that the summer conference is scheduled to run from June 11 – 13, 2006 at the Courtyard by Marriott in Carolina Beach, where 100 rooms have been reserved for conference attendees. He advised the Board is in the final organization stage of the conference and assured the members that the conference would be a first class conference.

Historian Guthrie reminded members that conference information is available on the Chapter’s web page to include conference registration information and hotel contact information.

President Gillikin emphasized the hard work Second Vice President Williamson and the conference committee has put into the conference, and he reviewed vendor commitments and the amount of donations that that already been received.

President Gillikin called on Historian Myron Guthrie to for a Historian’s Report.

Historian Guthrie reported he has received no death notifications from any member since the Greensboro Meeting.

President Gillikin presented the members with a report of the 2006 Youth Leadership Candidates. He reported the Chapter has received 3 applications from candidates and would hold interviews at the Burlington Police Department on April 18, 2006 to select a finalist.

President Gillikin presented the members with a report on the Section III Representative candidacy. President Gillikin advised members the Board has received one (1) letter of interest, and reported this letter came from Joey Reynolds. President Gillikin asked the members if there was anyone present who had an interest in running for this position and when no nominations were received from the floor, President Gillikin asked for a motion that the Chapter close the nominations and support Joe Reynolds for this office.

(Motion)
A motion was made by Immediate Past President Bob Schurmeier that the nominations be closed and the North Carolina Chapter support member Joey Reynolds for District III Representative, and this motion received a second from Ralph Strickland. The members voted and the motion carried.

New Business

President Gillikin addressed the issue of future tri-state summer conferences to include the Virginia and South Carolina Chapters. He advised members that the Board was concerned about issues such as out-of-state travel restrictions and planning issues, and advised members that the Board has decided to continue hosting an annual summer conference and will invite members from Virginia and South Carolina to attend this conference if they wished in lieu of a tri-state conference.

President Gillikin advised the members of the 224th Session graduate from North Carolina who was diagnosed with cancer while at the Academy. President Gillikin advised members this graduate’s agency has established a benefit fund to assist his family, and the Board’s decision to donate $1,000.00 to this fund. President Gillikin asked members who wished to donate to this fund to please make their donations during the business meeting, and he thanked members for their support of this member and his family during this time of need.

President Gillikin advised members he and Secretary/Treasurer Isenhour would be attended the Presidents/Secretary/Treasurer’s Meeting in Quantico next week.

President Gillikin spoke to the members about the 2007 Summer Conference and the importance of identifying a conference location very soon so a planning committee could begin work on the conference. He urged members with ideas of locations to submit them to the Board as soon as possible.

Training Coordinator Jerry Senatore reiterated the importance of supporting the State Chapter and how this support reflects on the number of academy slots an agency receives in future sessions. President Gillikin announced that a drawling will be held at the summer conference for a session slot, but would only be open to agencies in attendance.

President Gillikin thanked First Vice President Harrington for his and his agency’s hosting of the conference. President Gillikin presented Chief Harrington with a gift for his service and his agency a gift for their service to the Chapter.

President Gillikin thanked Immediate Past President Schurmeier for his service to the Chapter during his tenure as Chapter President. He thanked Immediate Past President Schurmeier for his guidance of the Chapter since his joining the Chapter, and presented him with a service award.      

President Gillikin asked members if anyone had any announcements they would like to make and Chris Hoina announced the Cary Police Department and Wake Technical Community College would be hosting Crisis Intervention Team Training if anyone was interested in attending.

No further announcements were made and President Gillikin asked for a motion to close the meeting.

A motion to close the meeting was made by Joey Reynolds and received a second from Bill Farley. The members voted and the motion carried.

The business meeting was adjourned at 1:00 PM.
