Opening remarks, John O”Donald, President SC Chapter

Opening prayer, Billy Gibson, National Board Chaplain

Introduction

      Doug Muldoon, newly elected Section III Representative

National Board presentation, Billy Gibson, Chaplain

o      Extends apologies on behalf of President Willingham who is attending the NA International meeting in Scotland and from Art Baylor who has just returned from IACP

 o      The National Board will meet in October in Toronto, Canada and Mr. Gibson will take our concerns to the Board at that time

o      Section IV Representative has resigned and the National Board will consider his replacement in Toronto from 4 candidates

o      Katrina fund- as of September 23 the fund has accumulated $72,626.19.  The fund will also help our graduates in Texas. Approximately $30,000 has already been distributed to graduates in need.  Over 100 of our graduates have opened their homes to fellow graduates who lost their homes.

o     Youth Leadership Program-50 attendees this year and 48 graduates. Two students went home before completion.  Mr. Gibson describes this as one of the most successful programs ever undertaken.

o      IACP-the Board decided to host a one night event instead several nights during IACP.  The event was attended by over 1,000 persons.  The NA luncheon was attended by approximately 120 graduates.

o      National Policy Development-the Board is in the final stages of developing national operation policies.  They hope to finalize these at the Toronto meeting.

o      Quantico-funding has been secured over the next 5 years to renovate facilities at the Academy.  Classrooms are first on the schedule that will include infrastructure and dorms.

o      Unit Chief-the NA Program has a new Unit Chief, Mr. Jeff Troy.

o      Memorial/Prayer Breakfast-Mr. Gibson ask that all chapters inform him of graduates that pass away so that they can be remembered annually.  Please forward to Mr. Gibson their name, session, date of death and a photo.

o      National Dues-it is suggested that there may be further consideration of a national dues increase.

o      National Training Conference-following the conference in Toronto (2006), the National Office will take a more active role in planning and operation of the national training conference.

o      Closing-Mr. Gibson closes with an expression of his appreciation for allowing him to serve in his position of National Chaplain.

New Issues

o      Katrina-R Bessler (FL) states that Florida raised $11,000 for Kartina fund and sent same to National Office. He then traveled to the stricken area and was part of the distribution that has occurred. He presented cash sums of $1,000 each to our graduates in need. He also advises to watch for an article in the next Associate magazine.

o      Membership database-discussion was held on the issue of having the option to display the database in a spreadsheet format for ease of entering data. Mr. Gibson will present this to the national office.

Keeping Members Active

o      VA-retirees come to training events without paying registration fees, the chapter challenges active members to seek out and bring an inactive member to an event. The chapter hosts 4 dinners per year across the state that includes 4 hours of training and social activities.

o      FL-the 3 SAC’s in the state sent out letters several years ago to chiefs and sheriffs indicating that participation in the state chapter may influence future slots for their agencies

o      AL-has 4 meetings each year around the state

o      SC-has dinners around the state about 1 per month, has a spring and fall training event, host a meeting at the FBI office for those persons selected to attend the NA where they are taught about the academy, introduced to the state chapter officers and hear from a recent graduate about what to expect

Section III Training Events

o      AL-October 1 to November 3 annual training in Mobile

o      SC-October 28-30 semiannual training conference in Myrtle Beach, all of Section III are invited to participate.  SC will e-mail info to all Section III officers

o      TN-in July or August 2006 they will host a tri state meeting in Memphis

o      NC-has 2 training events. November 4 in Greensboro and June 11, 2006, in Carolina Beach

o      FL-June 30, 2006, will have its statewide training at Sana Bell Resort near Ft. Meyers

o      KY-will host its annual training in May of 2006

Academy Access by Graduates

o      Last year at the meeting in Stone Mountain, GA, those gathered approved a resolution on behalf of Section III Chapters asking the Director of the FBI to implement procedures to allow graduates of the National Academy access to its facilities unescorted.  The resolution was presented to then Section III Vice President Willingham for signature and delivery.  VP Willingham later advised that progress was being made and did not deliver the resolution in fear it may disrupt this progress.

o      There being no progress known to the officers of Section III gathered in Charleston, a motion was made to update the resolution with the current date and location and present it to President Willingham for delivery to the Director. The motion was seconded, and received a unanimous vote.

Other Issues

o      VA-Dan Taber advises that the most recent issue of Law and Order contains a very nice article on the National Academy

o      FL-Doug Muldoon, has been contacted by the Pepsi 400 NASCAR race staff offering special pricing for those wishing to attend the 2006 race.  Florida has chairs, coins, tumblers and license plates remaining from the 2005 Training Conference.  Contact Doug at 321-259-5521 or dougm21@juno.com  if you have interest in either of these issues.

o      National Presidents meeting-no date has been announced for this event in 2006

o      Section III Officers meeting 2006-it was suggested that this meeting be held in the future in conjunction with a training event in one of our Section III states. Our meeting would be the day before the conference and those wishing to stay for the conference can pay registration and do so.  Joey Reynolds has offered to host the 2006 meeting on June 10, 2006 at the NC training event in Carolina Beach.

o      Conclusion-being no further business the motion was made and accepted to adjourn the meeting.
