The City of Fayetteville is organized under the Council/Manager form of government. The Fayetteville Police Department has 545 employees (383 sworn) and a budget of $43 million. The department has been accredited by CALEA for over 22 years. The new chief will have the opportunity to provide leadership for an outstanding Police organization, while instilling a high degree of public trust in the department. Our Police Chief will also join the City’s Senior Management team and work collaboratively with other Department Directors and the City Manager’s Office to ensure seamless delivery of high quality services for all citizens. Requirements include a Bachelor’s degree from an accredited college or university. A graduate degree is preferred. Ten years of broad and extensive supervisory experience in municipal police work, including at least three years in an administrative capacity, are required. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A track record of successfully implementing professional standards that result in departmental efficiency, integrity, and public confidence, combined with experience developing police/community relationships, is ideal.

The Police Chief is selected by and reports to the City Manager, Dale Iman, who has served in this capacity since 2006. Salary range is from $110,000 to $140,000. The City offers an excellent benefits package.

The General Meeting of the North Carolina National Academy Associated was called to order by Chapter President Ben Bailey at 9:45 AM.

President Bailey recognized the Lexington Police Honor Guard and led the chapter in the Pledge of Allegiance

The meeting began with an invocation that was given by Past President Marshall Williamson and was followed by the membership reciting the Pledge of Allegiance.

President Bailey then requested Secretary/Treasurer Mike Adams to call the roll call of the executive board. All were present.

President Bailey recognized Tad Kepley with the Lexington Police to introduce local dignitaries from the city of Lexington. Kepley recognized Mayor John Walser, who thanked the association from the Barbecue Capital of the World. Mayor recognized Richard Childress and Bob Timberlake. Kepley then introduced Mr. Timberlake, who welcomed the chapter to the area and thanked local law enforcement for their service. Kepley then introduced Mr. Richard Childress of Childress Racing and Winery. Mr. Childress welcomed everyone to the area and thanked the chapter for its service. Kepley also introduced the Lexington City Manager, John Gray. Mr. Gray congratulated graduates of the FBINA and recognized the police chief for his stewardship of asset forfeiture funds to pay for the training center used for the meeting. Kepley introduced Lexington Police Chief John Lollis, who thanked the city leadership for their role in approving the facility. Chapter President thanked the Lexington dignitaries for their support.

FBI Training Coordinator John Price introduced: ASACs Jim Jewel, Roger Coe, Jody Norris and SSA Scott Robin, Mike Guilion.

President Bailey recognized John Letterhos, former FBI Training Coordinator for the FBINAA and presented him a plaque thanking him for our service.

President Bailey then presented Lexington Police Chief Lollis with a plaque thanking him for hosting the training session. President Bailey also thanked Major Kepley and Captain Mark Sink with a plaque as well for organizing the training conference.

President Bailey then recognized graduates from the 244th, 245th, and 246th FBINA.

President Bailey then recognized past presidents of the association that were present at the meeting.

President Bailey then started the business meeting at 1016am.

MOTION: Rhonda Smith, 2nd John Reid to accept meetings from Wrightsville Beach in June of 2010.

NEW BUSINESS 

Spring 2012 Training Meeting in Cary at SAS Campus on March 23rd is tentatively schedule.　 

Summer 2012 Training to be held at Shell Island Resort. A block of 100 rooms is reserved. 

Fall 2012 meeting location is available, to which Henderson County expressed an interest in hosting.

COPS RIDE – Harley Davidson ride to benefit Concerns of Police Survivors. President Bailey would like our chapter to organize a benefit ride at the chapter level. Two regional rides will be organized. Specifics for those rides will be forthcoming. 

FBINAA Charitable Foundation – Announced a donation of $5,000 to this foundation. The foundation will provide funds to assist members in an emergency, fund educational and professional development scholarships, and scientific research to benefit law enforcement. 

Youth Leadership Program – Announced effort to financially support the program 

YLP Participant Presentation – Carrie Ann Bradley, YLP graduate from 2011 provided a presentation of her experience at the academy. 

President Bailey announced that the iMUS national FBINAA system was still pending.

SPEAKER 

President Bailey then introduced Shelley Lynch, public affairs specialist for the FBI Charlotte office. 

Ms. Lynch provided the chapter with training on media relations. 

SSA Jim Jewel: Needed participation in survey at the meeting. Domestic Terrorism survey was distributed at the meeting and collected.

Marshal Williamson introduced the vendors to speak on behalf of their products. 

Past President Greg Harrington provided thanksgiving before lunch.

Lunch BREAK: 11:45am

RESUMED

Ms. Lynch provided the chapter with training on using social media.

President Bailey then presided over a door prize raffle of items donated by sponsors and vendors.

President Bailey thanked the chapter for his tenure and adjourned the meeting at 2pm.
